IFAD IEO welcomes its new director, Mr Oscar A. Garcia, as of 1 October 2014. Prior to joining IOE, he served as Head of the advisory services at the United Nations Environment Programme, Division of Technology, Industry and Economics in Paris. In that role, he provided guidance to the Partnership for Action on Green Economy. Previously, he was senior evaluation advisor at the Evaluation Office of the United Nations Development Programme (UNDP), where he oversaw programmatic and thematic evaluations for Africa, Asia and Latin America and the Caribbean. He co-chaired the United Nations Evaluation Group task forces on Country Level Evaluations, Capacity Development in Evaluation, and Harmonization of Evaluations in the United Nations system. Prior to joining UNDP, he was founder and Managing Director of Proactiva, a consulting firm specialized in results-based management and development evaluation. He also held positions in public administration in Bolivia.
Mr Garcia holds two masters' degrees in organizational change management from the New School University, New York, and a Master of Business Administration from the Catholic University of Bolivia, in association with the Harvard Institute for International Development. He received his Bachelor of Science degree in Economics from University of Santa Catarina, Brazil. He consulted for the Inter-American Development Bank, UNDP, United Nations Population Fund and World Bank. He is author of several evaluation reports and papers on development evaluation.
