EIB’s Project Advisory Support (PAS) programme provides technical advisory and capacity building support to administrations for the preparation and implementation of EU-funded projects and programmes.
This evaluation of the PAS in Bulgaria and Romania (2015-2022) found that the support provided was successful, both in strengthening EU fund implementation and also in contributing to EIB operations. PAS’s success builds on a tailor-made and flexible delivery model that relies on a limited number of highly skilled experts. However, this model also limits the ability of the EIB to scale up such support.
In the future, the programme should prioritise assignments that can facilitate both the absorption of EU funds and EIB lending activity and, should assess the feasibility of scaling up PAS support for climate action in EU-funded projects.
