This evaluation assesses the lending of the Inter-American Development Bank Group (IDBG) through financial intermediaries (FIs) from 2005 to 2014. It focuses on FI operations, an instrument IDBG uses to increase access to finance (A2F) in Latin American and the Caribbean (LAC) by supporting lending by regulated FIs (mostly commercial banks) to relevant beneficiaries. IDBG used FI operations intensively during the period. IDBG Management considers such operations to be a cost-effective mechanism to reach a large number of relevant beneficiaries. They are also a source of significant and relatively stable income for IDBG, and are thus important to its financial sustainability and growth. This is the first comprehensive evaluation the Office of Evaluation and Oversight has conducted on FI operations.
