The Board of Executive Directors of the Inter‚ÄêAmerican Development Bank (IDB) has approved a proposal to commission an External Review of the Office of Evaluation and Oversight (OVE). OVE is an independent unit of the IDB, reporting directly to the IDB Board of Executive Directors. The Board has delegated authority to oversee the Independent Review to its Policy and Evaluation Committee (PEC), which has the responsibility for the IDB Group's evaluation function.
On the advice of PEC, the Board will appoint an Independent Review Panel (IRP) to conduct the review. The IRP will comprise a Chairperson and two other members, each with expertise in the evaluation function, preferably of Multilateral Development Banks (MDBs) or other International Financial Institutions (IFIs). The members of the IRP will be selected by a competitive recruitment process, and this document serves as the terms of reference for the IRP.
Thus, the IRP is expected to make important contributions to enhance the role of OVE, and to provide advice and guidance on the evaluation function throughout the IDBG. This advice should contain specific recommendations to the Board of Executive Directors, to IDBG Management, and to the new head of OVE, identifying areas for improving the contribution of the evaluation function for the effectiveness of the Bank Group's interventions and achievement of development results, including suggested metrics and tracking for measuring effectiveness. The IRP must consider in its work that OVE's independence from the Administration must be maintained and protected, so any part of its recommendations should not jeopardize this pivotal principle.
Applicants must be a citizen of one of the 48 IDB Member Countries in order to qualify for any type of employment at the IDB.
