The candidate will:
- Support the Director General, IED in planning, implementing, and supervising the department's vision and strategies, and in the achievement of its long-term goals and annual goals.
- Provide advice and support to the Director General, IED, ADB Management and Board members on evaluation and evaluation knowledge management matters.
- Monitor the quality of evaluation products and services providing technical guidance and ensuring sound methodology and recommendations.
- Provide analytical and managerial input, resolve complex problems, and represent the department in internal and external events.
Specifically, the candidate will:
a. Leadership and Strategic Management
- Assist DG, IED in exercising IED's functions of accountability and learning, following the key principles of independent evaluation and international standards.
- Work with DG, IED in establishing and cascading the department's vision, goals, and strategies, and key result areas in compliance with the Evaluation Policy.
- Be the focal point in the engagement with operations on the preparation, discussion, and dissemination of evaluation work.
- Monitor and promote independent evaluations that help ADB learn lessons and deliver better outcomes.
b. Department Operations Management
- Help manage department operations coordination, ensuring collaboration within IED and with other ADB departments/offices and multiple internal stakeholders.
- Provide advice and support to the DG in improving the department's performance by assessing the efficacy of outputs and outcomes.
- Provide advice on human resources management and staff development, including supporting learning and development.
- Provide front office oversight of evaluation knowledge management functions.
c. Independent Evaluation
- Oversee the development of the quality control system for independent evaluation reports.
- Ensure adequacy of IED protocols, methods and guidelines by overseeing regular updates and refinements for increased efficiency and effectiveness.
- Provide feedback to enhance the quality of evaluation products, including independent assessments of ADB policies, strategies, programs, projects, and technical assistance, and the Annual Evaluation Review report.
- Ensure IED's findings, lessons, and recommendations are accessible, valued, and used by Board members, ADB management and staff, and external audiences.
d. Evaluation Research and Operational Advice and Support
- Lead evaluation research on selected topics to enhance learning from evaluation.
- Provide or support innovative ideas and projects to enhance the independent evaluation function.
- Review and provide advice on proposed operational policies, strategies, and procedures, considering evaluation findings, lessons, and development contexts.
e. Networking and Partnerships
- Promote partnerships and collaboration within and outside ADB for improved development effectiveness.
- Participate in international evaluation forums and networks.
- Represent IED in forums to cooperate with the heads of evaluation of other international financial institutions and development agencies.
