Independent Evaluation Office (ODEI, as read in Spanish), CABEI
ODEI is responsible for evaluating CABEI’s performance to verify the effective contribution of the Bank in the development of the Central American region and the rest of beneficiary countries.
ODEI is attached to and depends exclusively on CABEI’s Board of Directors, therefore does not report to management, hence its independence.
Our Objectives
Evaluate, in an independent and systematic way, the fulfillment of the development objectives in the different strategies, projects, and programmes of the Bank through, among others, medium-term and ex-post impact measurement tools, as well as to present the results to the Strategy, Programming, and Evaluation Committee and the Board of Directors.
- By providing feedback on lessons learned, we aim to improve policies, programmes and projects that are intended to reduce poverty and other social challenges that afflict the Central American region as well as other beneficiary countries.
- To provide a basis for accountability, by making information available through dissemination to CABEI´s stakeholders and society, to propel development through “on time” decision making.

- Operation Monitoring Reports: (RSO) - RSP / RSIF as in Spanish.
- By contributing to the biennial review process of the ex-ante evaluation methodology with Management, considering the best practices of development banking and aligning them with the information requirements of the later stages of the Bank's evaluation cycle.
- By communicating through dissemination, the results of the evaluations, to generate lessons learned that allow the identification of aspects of improvement in the Bank's Project Cycle.
- We identify elements that add value to CABEI's different strategies, projects, and programs, as to support the institutional value chain.
- By performing independent reviews to verify if the environmental and social standards established by CABEI, are met according to the mandates of its Environmental and Social Policy.
CABEI became ECG members at the ECG Spring 2022 meeting, 9-10 June 2022, hosted by IEG in Washington D.C.
