The government requested the Asian Development Bank’s (ADB) support for the PNPM Mandiri scheme to further upgrade basic rural infrastructure in poor villages and promote community-driven sanitation development. The project was in line with the government’s Rencana Pembangunan Jangka Menengah Nasional (National Medium-Term Development Plan), and ADB’s Country Strategy and Program for Indonesia 2006–20093 and Country Operations Business Plan: Indonesia, 2010–2012, which emphasized investment in rural infrastructure.
